I think this is the swimsuit she wore in one episode. I don't like the idea of little girls wearing bikinis simply because it feels like it's making them care about how sexually attractive they are at a too early age. Let them be kids, don't worry about sex until puberty when your bodies are actually ready for it.
Eugene-Umberto is right,you shouldn`t be worried about deviantart.com removing this image,I can`t see why they would,personally.In my opinion,it is completely tame,cute and appropriate.It`s no different than any other bathing suit meant for young people.Speaking only for myself,I don`t see anything inappropriate or creepy or unsettling about this particular picture of Penny ,it`s not like it`s some kind of Lolita-Jailbait-image and the image obviously isn`t meant to be titillating or teasing or provocative and no right-minded adult who isn`t a perverted pedophile would look at the picture and see anything sexual about it.If it`s someone closer in age to the age of the character who finds the character attractive in a romantic way(even though she`s not real),I think that would be a little different. Lun-Sei is partly right,there are different ways to take the apparent fact that there appear to be more Fan-Art pictures of Penny than there are of Inspector Gadget on The Internet but I don`t think that the wrong reasons are entirely the cause for that. Again,this is a great picture of Gadget`s brilliant niece,Penny and I don`t mind looking at more Fan-Art pictures of Penny,so long as there isn`t anything inappropriate about them.
